Description:
Abstract: This data displays watersheds and other drainage-based boundaries within the Province of Alberta at the Water Survey of Canada (WSC) watershed level of classification ("00AA" format), or finer. Each polygon represents either a defined watershed or a drainage area to a specific reach of a river. Each polygon has an associated administrative status which reflects how applications for Temporary Diversion Licences should be handled by an automated, online issuance procedure.
Purpose: The purpose of the data set is to illustrate watersheds or drainage-based polygons within the Province of Alberta that are subject to administrative restriction(s) and/or licence conditions for the purposes of issuing Temporary Diversion Licences (TDLs) under the provincial Water Act.
Supplemental Information: This dataset was developed to support the WATERS system, which is designed to facilitate online automated Temporary Diversion Licence applications within the Province of Alberta.

Source Contribution: The AB_ArcHydro dataset is an implementation of the ArcHydro GIS Framework for Alberta. The Alberta 100m DEM forms a basic input data set. The AB_ArcHydro data was used to assist in the creation of watershed boundaries for areas that are smaller than (within) the PFRA/WSC watershed unit level. The ArcHydro toolset was used to derive sub-watershed boundaries based on DEM-derived topographic, catchment and drainage information.

Process Description: The base AENV drainage basin layer - the 132 Water Survey of Canada basins (commonly known by the "00AA" designations) that fall within the boundaries of the Province of Alberta - was modified in order to further identify and clip sub-watersheds to meet the requirements of the WATERS online TDL application. This was accomplished using:1) PFRA Gross and Effective Areas spatial dataset - provides many watershed boundaries corresponding to streamflow gauging stations and follows the WSC basin code hierarchy ("00AA"). Where available, the corresponding PFRA watershed boundaries were modified to ensure consistency with existing AENV drainage boundaries.2) AB_ArcHydro dataset (based on the 100m Alberta DEM, filled but not hydrocorrected) and the ArcHydro toolset - used where PFRA boundaries were not available, ArcHydro was used to delineate basins "on the fly".Derived sub-watersheds were clipped in "cookie-cutter" fashion as no overlap between basins is permitted. Individual judgment was used as there is inconsistency in derived boundaries depending on the source of the topographic data (map sheets, PFRA, DEM). As none of the source data are "perfectly accurate", nor is one inherently better than another, it is not possible to assign a higher or better accuracy to one particular approach.
