Abstract: This Groundwater Activity - Authorizations Water Act dataset was produced under the Spatial Enabling of ESRD Datasets project funded by Alberta Environment. The geographic extent of the dataset is within the boundaries of Province of Alberta.The source data includes information collected by Alberta Environment on approval application forms and code of practice notification forms under the Water Act. The data also includes information collected from approved plans and reports submitted with the application.Data is not limited to the Water Act and includes information collected under predecessor Acts. Alberta Environment collects this information under the following sections of the Water Act: Approvals - Section 37(1) and 42(2); and Notifications under Codes of Practice - Section 4(1) of the Water (Ministerial) Regulation.The information collected under the Act may be disclosed under Section 15 of the Water (Ministerial) Regulation. The Water Act data is entered, categorized and stored in Alberta Environment's Environmental Management System (EMS). The data is queried and exported to the Enterprise Data Warehouse on daily basis where it made available to the Groundwater Activity - Authorizations dataset.
Purpose: The purpose of the dataset is to obtain Surface Water Activity - Authorizations that have been entered into EMS. The dataset was developed to provide daily updated data collected under the Water Act. The potential use of the data is ability to review, analyze, and report, on activities that affect natural water bodies within various spatial areas in the Province of Alberta.
Supplemental Information: Due to limitations in technology and data entry this dataset does not include all the appropriate data that can be entered in each appropriate field as issued in previous documents under the Water Act or predecessor Acts. The physical schema resides in Microsoft SQL Server and ESRI's ArcSDE.The information originates from Alberta Environment's Environmental Management System (EMS), which is in Oracle 10G. The data is migrated on a daily basis using ETL (extract, transform and load) processes into Alberta Environment's Enterprise Data Warehouse (EDW) which stores the data in a different physical database schema than the original EMS data.The EDW data is maintained in Microsoft SQL Server.During the ETL Processes, some data fields may be concatenated in the EDW database for the purpose of data presentation and display. For example, certain Water Allocation License records may have multiple file numbers. In EMS, these are represented as multiple database records. During the ETL process from EMS into the EDW, multiple file numbers are represented as a single database record. They are concatenated into a single text string using a semi-colon to separate file numbers.Similarly, there may be multiple stakeholders associated with a Water Allocation License (e.g. husband and wife). These stakeholders are represented within EMS as separate database records. In these cases, stakeholders with the same name are concatenated into the same string using the word "and", or with a comma.In summary, some data fields in the EDW may be summarized representations of multiple database records that exist within EMS, so the users should anticipate some differences in how the data is presented in each system.To populate the GIO's EGDB, data extraction processes run on a daily basis to create the feature datasets and related business tables by interfacing to a .NET web service that allows access to the EDW. Therefore the user can anticipate that the types of summarization and representations of certain data fields will be consistent with what exists in the EDW and that there will be differences with what is presented in EMS.This data has resulted from a project that had as its primary intention, the requirement to spatially enable Water Allocation and Water Disturbance data, for use in GIS analysis and presentation software. The data used in this project originates in EMS, is translated into the EDW and extracted into the EGDB by the GIO. The data in its raw form within EMS may contain errors. This may include incorrect geo-spatial locations, such as incorrect latitude/longitude or incorrect quarter section descriptors. There may also be errors in the business data attributes.The spatial enabling project did not have as its mandate, the requirement to QA/QC, clean or correct errors in the geo-spatial location, or business attributes. In certain situations during the project, errors in spatial location were identified and flagged. For example, latitude and longitude values that fall outside of the Province, or records with no recorded latitude/longitude values. In these cases, the discrepancies were identified and sent to the business area and EMS maintenance and support staff to correct at the data source, which is EMS. In cases where errors were discovered in business attributes, these were also identified and sent to the business area and EMS maintenance and support staff. This spatially enabled data is provided with the caveat that errors may continue to exist in the source EMS data, and therefore they will continue to exist in this data set. Any errors identified by users of this data should be flagged and brought to the business area, so that they can be corrected in the source EMS data.

Process Description: Extract, Transform and Load from EDW into EGDB To populate the GIO's EGDB (Enterprise GeoDataBase), data extraction, transform and load processes (ETL) run on a daily basis to create the feature classes and related business tables that are described by this metadata. These ETL processes interface with the EDW through a .NET web service that allows access to the EDW. During the ETL process field names are re-named from the EDW standard naming convention to the original EMS field names. There are some differences that still remain in how the data is presented in the EGDB when compared to EMS. Therefore the user can anticipate that the types of summarization and representations of certain data fields will be consistent with what exists in the EDW and that there will be differences with what is presented in EMS. For example: one to many (1-M) relationships for stakeholder names and filing numbers in EMS have been concatenated into a single column list in the EGDB.
