Description:
Abstract: Alberta Satellite Land Cover (ASLC) raster is produced for Government of Alberta and is available to the general public. The ASLC Mosaic is a land cover dataset for the province of Alberta. It is a set of individual projects completed in the last decade for wildfire historical burns and various areas. As the remote sensing technology and related information extraction approaches have made significant advancements during last 20 years the process naturally evolved from classification schema targeting Landsat 5 to one integrating various sources of remote sensing data, information extraction procedures, different open and commercial toolboxes for processing and more automation. Integration of multiple data types includes various optical and radar data free of charge as well as GOA's purchased LiDAR data swaths. Since raster values in products from individual projects are identical with values of initial Alberta Ground Cover Classification product, it was possible to merge all those into new ASLC raster.
Purpose: The ASLC raster was originally created for Alberta Wildfire Management needs. It is being used as a source to update provincial Fire Behaviour Potential (FBP) forest fuel types data in the areas where Alberta Vegetation Inventory is outdated or non-existent.

Horizontal Positional Accuracy Report: The Alberta Satellite Land Cover raster is in grid format of 25 m resolution cell. The portion that originates from AGCC is based on pixel size of 30m, while all the individual projects since 2011 are based on pixel size of 6m. In the past, accuracy was the responsibility of a producer where a compliance test was completed for each project in collaboration with an Alberta Vegetation Inventory interpreter. Currently the responsibility for assessing whether a product meets the needs of a particular application has shifted to the consumer (regional wildfire specialist) who is in position to make such an assessment. That is why our field reconnaissance and validation campaigns include regional wildfire specialists who are the main consumer of the product.

Horizontal Positional Accuracy Explanation: Accuracy assessment is done in two phases. First portion is done in the house, where we use half of the unused training sites and check against the product. In the second stage another aerial campaign is run with regional officers where we deploy our classified product through Avenza on iOS tablets and in real time every pixel is visually checked against feature on the ground. If the wildfire specialist accepts the product after validation, the product is used to generate fire behaviour potential (FBP) forest fuels and used for an annual update of provincial FBP raster.

Source Contribution: The main source of the ASLC raster dataset is derived generally from optical satellite data. Landsat 8 is an 11 bands multispectral dataset with 30 m resolution. LiDAR data are characterised with a point density less than one point per square meter. SPOT 6 and recently SPOT 7 are four bands multispectral data with 6 m spatial resolution. Process Description: The ASLC product is the result of a production process, and the manner in which this process is performed affects product reliability. To create a reliable spatial dataset representing ground cover requires many steps and this product was developed with accuracy as the highest priority. The accuracy depends on the type of source data used (Landsat, SPOT, LiDAR, etc.), its spatial resolution and the processing methodology. The field reconnaissance is a critical step and it is completed in the spring. An aerial (ground) campaign is undertaken to collect field data about the land cover which will be used in the calibration stage of the product. This point dataset representing visited locations on the ground will be an input in data clustering stage of the classification process. This process is expanded through image time series analysis, where the changes and disturbances affecting the landscape on a yearly basis are observed. Different bands are sensitive to different features and processes on the ground have to be identified. Landsat 8 or 7 (5 in the past), which has a 30 m spatial resolution, are generally used to extract different mature forest stands with close and open crown closure. SPOT 6 or 7 (5 in the past), which has a 6 m spatial resolution is used to extract treed and non-treed wetlands and regenerating stands. Different band ratios and rule or pixel based clustering processes are deployed to identify main species types on the landscape. The reason why separation must be on a species level is that different tree species are associated with different Fire Behaviour Potential (FBP) forest fuel types. All created layers indicating different tree stands are merged together. All the mixed pixels creating patches are put through unsupervised classification and separated into different cover type classes. The final product is resampled to 25m. LiDAR cloud data are processed for derivatives indicating stand height and crown closure which is used to assign proper ASLC raster value whether it is closed or open stands. LiDAR products are based on 6 m cell size to match SPOT data. When it comes to SAR (radar) data, their use for ASLC is in infant phase and for now we use them to improve on fens delineation. This requires an access to fully polarimetric synthetic aperture radar data such as Radarsat-2 or Alos-2. The classified speckle filtered data are used in classification process to cluster the pixels of the same scattering mechanism. The final ASLC product is amalgamation of all products from different sources.

Source Contribution: This data source indicates what type or combinations of imagery were used in the individual project. Landsat 5 TM data had been used for each project until 2011, when TM sensor was decommissioned due to malfunctioning. Since 2013, Landsat 8 and SPOT MS data became the main imagery input in ground cover characterization work for individual projects from optical data point. The first acquisitions of LiDAR datasets started in 2007 and multiyear campaigns followed, so that most of the forest protection area allocated for commercial use is covered with LiDAR multiyear imagery.

Source Contribution: The Government of Alberta in collaboration with Canadian Natural Resources has acquired many radar scenes for different applications in the past. Mostly they are Radarsat-2 (C-band) and ALOS-2 (L-band) data. C band has a wavelength 4 - 7.5 cm , while L band has 15 - 30 cm wavelength.
