Alberta Land Inventory (ALI) and Canada Land Inventory (CLI) Landform

Alberta Land Inventory (ALI) and Canada Land Inventory (CLI) Landform consists of a single polygon feature class with associated attributes. These attributes describe the landform polygons in terms of parent geologic material, surface form, generalized texture, and slope. The attribution includes the original ALI/CLI coding as well as the equivalent Physical Land Classification (PLC) codes.
CLI and ALI landform polygons were photo interpreted in the 1960's and 70's. The linework was transferred to mylar overlay and 319 maps were published at a scale of 1:63360, using the National Topographic Series (NTS) maps as a base. The structure of the map symbols is slightly different for the two series. There is additional free-form text on the CLI landform maps to describe the direction of glacial movement and presence of specific geomorphic features such as eskers but the information is essentially the same for the two series. In some cases, a single base map may have both the initial CLI landform mapping on part of the map sheet and subsequent ALI landform mapping on the remainder of the same sheet.
These published hardcopy maps and mylars were later scanned into .tif images and then processed into a single ArcInfo coverage. Scanned images were georeferenced, cleaned and vectorized. The resulting landform polygons were attributed and merged into a single coverage, using permanent water bodies from Alberta's Base Features Hydrography Polygons as a base. The ALI and CLI landform polygon feature class is derived from this merged coverage.

Purpose: Competition for land for alternative uses, and increased government economic and social planning in rural areas, made apparent the need for improved knowledge of the productive capability of Canada's lands, their location and extent. To meet this need, a co-operative federal-provincial program was developed, namely the Canada Land Inventory (CLI). This federally sponsored project was administered under the Agricultural Rehabilitation and Development Act (ARDA) of June 1961. The Alberta portion of the CLI land capability classification was initiated in 1964 and completed by March 31, 1973. The Alberta Land Inventory (ALI) program was subsequently established to provide land capability information for the northern area of the province that was not mapped during the Canada Land Inventory (CLI) project. The ALI program, funded by Alberta Environment, was initiated in 1974 and completed in 1979.
The Canada Land Inventory (CLI), being a national comprehensive survey of the capability and use of land, was designed to provide a basis for planning the use of resources and land, and to encourage use of this information in land development planning at municipal, provincial and federal levels of government. The CLI and ALI landform maps were developed to provide basic information required to produce land capability maps. The objective of these two base mapping programs was to delineate relatively homogeneous land units, based on their physical characteristics, and to describe these units such that their suitability for various land uses could be assessed in a standardized manner using a documented methodology.

Supplemental Information: It should be noted that the ALI and CLI landform mapping projects are broad reconnaissance type inventories and are designed for planning rather than management. These maps will not provide the detailed information required for intensive management of individual parcels of land, nor for land use planning in small watersheds, local government units, or other small areas. In view of the dated nature of the data, it is the responsibility of the user to (1) confirm whether later versions are available before making use of the data; and (2) if the Minister permits the user to provide the data to other users, to advise users of the age and status of the data.

Attribute Accuracy Report: The attribute accuracy is unknown. Some ground truthing was performed at the time of data collection but the results were never compiled into a formal accuracy assessment. For the original ALI/CLI maps, plots were established evenly throughout the study area. Only 30 to 40 plots were established per 1:250,000 map sheet due to the large area, restricted access and short time available for fieldwork.
There are a number of fields that are used to identify problems in the dataset. Missing polygon labels and double labels have been identified. Polygons have also been flagged where there appears to be an illegal or incomplete code on the original hardcopy map. Missing polygons and input errors are being corrected when encountered. Some of the ALI/CLI records have been corrected or updated and may no longer match the label on the original map. The reasons have been noted in the CODEPROB field.
Resolved issues include:
Written text comments on the original CLI map sheets have been reviewed. General comments relating to surface form, texture, and drainage are now noted in the COMMENT field. Comments relating to dunes and permafrost are now coded as ALI codes Ae and K respectively. The permafrost modifier code K has been placed after all parent material codes except bedrock (Bk) and recent alluvium (A). Missing slope classes have been added for dunes (Ae) based on Base Features DEM derived slope maps.
Translation of CLI parent materials:
- Sh.O (Shallow organic) has been coded as O/X or O/ over other material.
- Sh.Tg (shallow till) has been coded as Tg/X (default), Tg/Bk or Tg/Res (depending on presence of either Bk or Res within polygon or in nearby polygons.
- St. occurs in CLI map symbols and is usually associated with till or colluvium (Tg, Ta, or C) with a wide range of slope classes. St. has therefore been interpreted as meaning Stony, where The Canadian System of Soil Classification (2nd Ed.) defines stones as fragments coarser than 25 cm in diameter. These stony prefixes (St and St.) are now coded in a standardized format St. and are translated as PLC coarse fragment code g (gravelly), which is defined as an accumulation of rounded particles ranging in size from pebbles to boulders.
- RB (Rough and broken, Erosion slopes) have been translated as undifferentiated parent materials (ALI PM code X), which may or may not be colluviated (C). Parent material and slope translations were updated for each of these RB polygon based on:
- the presence or absence of underlying Bedrock (Bk) or Residual material (Res) within nearby polygons;
- the presence or absence of alluvial floodplains (A = recent alluvium);
- the distribution of slopes within Base Features DEM derived slope maps.
Updated CLI slope classes:
- CLI maps have capitalized slope classes (U, GR, MR, H, and M) with a range of slopes which are different than the slope classes (l, u, gr, mr, sr, h and vh) used in the subsequent ALI maps. These CLI slope classes were captured and translated incorrectly within earlier versions of this dataset (2007-2010). Slope classes have since been reviewed and updated within the area covered by CLI map sheets.
Missing slope Classes:
- Missing slope data has been input based on Base Features DEM derived slope statistics.
Updated translation of General Textures:
- ALIPM_ = Ac (Coarse alluvial outwash) with general texture = sands-gravels or silts to sand stones is now translated as TX_ = gS or SI to rS, instead of gS or gSI to S. The range in textures could include S, gS, rS, Si, gSi, rSi.
- ALIPM_ = Af (Fine alluvial outwash) with general texture = silts and clays, generally stone free is now translated as TX_ = SI to C, instead of SI to CL.
- ALIPM_ = O (unclassified organic) with general texture = sphagnum moss and fibrous peat is now translated as TX_ = f (fibric), instead of h to f.
Unresolved issues include:
Translation of Base Feature Hydrography polygons:
- QUARRY was translated as Water. Quarries may have recurring or permanent water bodies, but the surrounding higher portions of the quarry should be mapped as PLCPM_ = A (Anthropogenic).
- In some areas, LAKE-RECUR was translated as Water. These intermittent (temporary) water features should be deleted and replaced with the appropriate parent material (organic, lacustrine, fluvial, etc.) as shown on the original ALI or CLI map.
Translation of parent materials
- The ALI/CLI methodology classifies Ablation till and Lodgement till separately. This is extra information which isn't contained in the PLC methodology.
More issues may exist.

Logical Consistency Report: The topology of the classified datasets was checked in ArcInfo to ensure that it was sound. Arc and node topology built cleanly with no errors. Multipart polygons were exploded. The geodatabase geometry was checked and repaired. The topology was validated for gaps and overlapping polygons and any errors were corrected.

Completeness Report: ALI and CLI mapping exists for only a portion of the province. There are 319 original map sheets, plus additional landform mapping in 2002 along the northern part of mapsheets 84J 13, 14, 15 and 16. Conversion is complete.
The Canada Land Inventory (CLI) and the subsequent Alberta Land Inventory (ALI) included assessments of landform, land use, and capability for forestry, agriculture, recreation, wildlife, waterfowl, and sport fish. These themes were not assessed for every map sheet, as some areas were clearly not suitable for certain uses. CLI capability maps are available through the federal government.

Horizontal Positional Accuracy Report: Each map sheet was georeferenced using the following quality control standards:
- There was a minimum of 100 control points distributed evenly across each .tif image. The control points were based on locations in the Base Features 1:50K NTS, ATS, Access, Facilities, and Hydrography. Intersection points were preferred and the control points included the four (4) corners of each map sheet.
- The overall RMSE for all control points is no greater than 35 metres and individual control point rarely have an error greater than 70 metres.
- Features in the georeferenced / rectified .tif images line up within 50 metres of the corresponding features in: i) the Base Features Alberta Township System; ii) the Base Features National Topographic System 1:50 000 polygon arcs; iii) the Base Features Access and Facilities lines (roads, power lines, pipe lines, railways, cut lines, trails, etc); iv) perennial water bodies in the Base Feature Hydrography Polygons; and v) stream channels in the Base Feature Single Line Network.
A number of the feature types in the Base Features Hydrography Polygons are included as ALI/CLI polygons. These water polygon shorelines and glacier boundaries have a horizontal accuracy that varies from +/- 100 metres to +/- 5 metres depending upon the original source of the line work.
The horizontal accuracy for the land polygons is unknown. As the polygons are not homogeneous and represent a combination of a number of different landform features, the placement of the polygon boundaries is very subjective. The accuracy of the line placement is best described in terms of attribute accuracy.
Unresolved issues include:
- Slivers along stream channels: Fluvial polygon should include sediments deposited inside the U shaped bend of meandering stream channels. Upland polygons should end at the boundary of river polygons, unless it clearly continues as an island inside the river.
- Polygon boundaries could be improved in areas of abrupt slope changes: e.g. valleys, gullies

Process Description: The ALI / CLI landform polygon file geodatabase was reviewed for errors and omissions (missing polygons, translation errors, and missing permafrost codes). These issues were fixed and the attribution software was updated to run with ALI/CLI data in geodatabase format. ALI_CLI attribution software (2011) was written using the Python 2.5 programming language and consists of three Python modules (2_ALI_orig_code.py, 3_ALI_GCSE.py, and 4_ALI_SL.py). The data were checked and corrected for invalid geometry, multipart polygons and topology errors (gaps and overlaps).

Enumerated Domain Value Definition: Bog deposits consist of sphagnum or forest peat formed in an ombrotrophic environment caused by the slightly elevated nature of the bog. They tend to be disassociated from nutrient-rich ground water or surrounding mineral soils. Near the surface the materials are usually undecomposed (fibric), yellowish to pale brown in color, loose and spongy in consistence and entire sphagnum plants are readily identified. These materials are extremely acid (pH <4.5) and have low bulk density (< 0.075 g/cm3) and very high fibre content (>85% unrubbed and >=40% rubbed). At depths they become darker in color, compacted and somewhat layered. The vegetation cover may consist of coniferous or deciduous trees, tall shrubs, herbs and mosses. In some regions sphagnum mosses may be abundant.

Decomposition often becomes greater at lower depths. Fen materials are medium acid to weakly alkaline (pH 5.5-7.5), relatively low in fibre (20-80% unrubbed and 2-25% rubbed) and relatively dense (0.075-0.195 g/cm3). They are associated with relatively open peat lands with a mineral rich water table that persists seasonally at or very near the surface. The materials are covered with a dominant component of sedges but grasses and reeds may be associated in local pools. Sphagnum is usually subordinate or absent and the more exacting mosses are common. Often there is much low to medium height shrub cover and sometimes a sparse layer of trees.

Enumerated Domain Value Definition: Swamps are forest peat covered or forest peat filled areas where the water table is at or above the peat surface. The dominant peat materials are shallow to deep mesic to humic forest and fen peat formed in a eutrophic environment resulting from strong water movement from the margins or other mineral sources. The peat is usually moderately well to well decomposed and has a dark brown to reddish brown matrix; the more decomposed materials are black in color. It has an amorphous or very fine fibre structure and somewhat layered macrostructure and contains a random distribution of coarse to medium sized woody fragments. There may be layers of larger woody particles consisting of stems, roots and trunks of coniferous tree species. Forest peat materials are usually base saturated and medium acid to weakly alkaline (pH 5.5-7.5); the matrix material is relatively dense (>=0.075 g/cm3) and density increases with depth. The fibre content is intermediate between sphagnum and fen peats (about 55% unrubbed and 10% rubbed). These materials are associated with stream courses, lake edges, subsurface drainage, glacial depressions, and bog margins. Standing to gently flowing waters occur seasonally or persist for long periods on the surface. The substrate is usually continually waterlogged. The vegetation cover may consist of coniferous or deciduous trees, tall shrubs, herbs and mosses. In some regions sphagnum mosses may be abundant.
