Indian Reserves in Alberta are defined by Privy Council Orders as approved from time to time and filed within
the Indian Lands Registration System (ILRS) which can be accessed through
https://services.aadnc-aandc.gc.ca/ILRS_Public/home/home.aspx. The ILRS is a database of instruments
registered in the Indian Reserve Lands Registration relating to Reserve Lands and Crown Lands. The dataset
compiled is based on legal documents and legal survey plans.

Alberta Data Partnerships Ltd. Cadastral Source Data includes block, lot, plan, ownership, right-of-way
and legal subdivision arcs. Base Features Source Data includes arc layers of ATS, Hydrography,
Hypsography and Access.
Indian Reserve boundary is built by selecting and putting available Source Data (described below) into an
edit environment of the layer, to assemble the Geoadministrative Areas (GA) boundary. The GA boundary
built uses Base Features (BF) Source Data which includes arc layers of Alberta Township System (ATS),
Hydrography, Hypsography and Access. In cases where BF Source Data does not exist, Alberta Data
Partnerships (ADP) Cadastral Source Data including block, lot, plan, ownership and right-of-way are
used. Legal Subdivision (LSD) arcs supplied by ADP are also used. ATS data layer is considered to be the
foundation by which all other Source Data should be registered with when the GA boundary layer is
compiled.
The Cadastral Source Data maintained by ADP is used in the hierarchy order of block, lot, plan and
right-of-way; regardless which version it is. The ADP cadastral representation of ATS and Hydrography is
not used. The ADP LSD arcs are used for boundary segments that are interpreted as aligning with legal
subdivision lines according to the defining document, but the representation of Section, Quarter Section
and Road Allowance are not allowed to be used as these lines should be derived from the BF ATS Source
Data. If none of the above Source Data is available and the defining document refers a specific
elevation or contour, Hypsography contour data is used. If no source arc for the particular contour or
elevation exists, interpolation of the contour or elevation graphically is obtained by averaging between
successive contours on either side of the range of elevation values. If the defining document describes
a mountain peak, interpretation of the contours to determine the highest point of the peak is determined
or in certain cases a spot height point in the Hypsography cartographic layer is used to identify the
peak. If the defining document describes a boundary segment as Height-of-Land (HOL), HOL data is
captured by digitization or graphical construction. In cases if the GA boundary is described, but no
Source Data is available except from a digital reference file provided by data authority, with data
authority's expressed permission, arcs are copied from the digital reference file. Segments of the
boundary which adjoin to Provincial Boundary or National Park, arcs are copied from these 2 layers to
define the GA boundary so that the layer does conform to these 2 key layers.
Once all the Source Data has been copied and put into the edit environment, Constructed arcs are used to
close polygon in cases where a gap between 2 Source Data arcs exceeds 0.001 meters. If a gap is less
than 0.001 meters, one of the Source Data is extended to close the polygon, in accordance with the
Source Data edit hierarchy i.e. with the highest order of importance to the least importance which is in
the order of ATS, Hydrography, Hypsography, ADP data, Access, Height-of-Land or digitized arcs and
digital reference file. Spatial relationship of the boundary layer compiled is maintained with the Base
Features (BF) Source data and other Source Data with the geometry of all the Source Data remains
unaltered throughout the editing process. Edit tolerance is set to zero for node snap and arc snap.
The GA polygons compiled have all the linework precisely closed. Attribute tables are created according to
item definition, with only one label point exists per GA polygon. Clean processes on the Source Data
beyond the tolerances specified above are prohibited. Source Data is edited manually in order to
maintain polygon topology using BUILD processes. After polygons are built, they are attributed according
to the Base Features GA Specification table standard i.e. CODE and NAME. The formatted polygon attribute
values are validated with Indian Reserve codes and legal names obtained from the Indian and Northern
Affairs Canada.

Base Features initial compilation. The boundary was compiled in the Geoadministrative Areas Project
(GA) Phase 1 (1999 / 2000). The Phase 1 GA compilation source data was obtained directly from the
Data Distribution Unit of Informatics Branch as the data was not available through the departmental
Alberta Data Partnerships at that time. The subsequent GA Phase 2 and Phase 3 compilation in the
following years, source data were extracted from the departmental Alberta Data Partnerships which
embedded "shift" during the extraction process, resulting in slight differences in position of
linework of the Phase 1 GA datasets. This layer was compiled according to Natural Resources Canada
(NRCan) documentation of lands proclaimed through the issuing of Orders-In-Council by the Privy
Council Office of the Government of Canada. The layer does not include lands that have not been
proclaimed as Indian Reserve by the Privy Council Office of the Government of Canada or lands that
may be associated with other First Nations Land Claims or in a "preliminary to Indian Reserve" status.

Indian Reserve dataset was adopted from NRCan - Canada Lands shape file downloaded from NRCan
GeoGratis (http://geogratis.cgdi.gc.ca/) which only exterior limits of reserves were captured. Names
were populated according to the Base Features Geoadministrative Areas Specification standard. The
NRCan administrative boundaries were compiled from the Legal Surveys Division's cadastral datasets
and survey records archived in the Canada Lands Survey Records. The data set is not to be used for
defining boundaries. Administrative decisions should be based on legal documents and legal survey
plans.

Removed several polygons that were present for the purpose of filling in holes in other polygons. The
removed polygons were those that had no attribute data. They were mostly polygons overlapping lakes
and roads that weren't part of Reserve lands but needed to be filled due to scripted processes that
are now obsolete. All deleted polygons were confirmed to be absent from the federal dataset. Deleted
polygons include OID 13, 45, 46, 47, 49, 56, 124, 145, 156, 519, 520, 521, 522, 530, 542, 576, 524,
525, 526, 527, 570.
OID 617 was noted to be part of the Tsuu T'ina Reservation in the federal dataset. It was determined
through communications with the City of Calgary, Geospatial Business Solutions Division, that the
Block 1 of Plan 2251JK is a cancelled title (13 Dec, 2013) that no longer exists and is combined
with the Tsuu T'ina Reservation. Due to this, we dissolved OID 617 into 624.
